Taiwan – Taiwan Fully Switch to Online Arrival Cards from 01 October

From 01 October 2025, all traditional paper-based arrival cards will be replaced by online Taiwan Arrival Card (TWAC). This new measure aims to streamline immigration clearance and eliminate the hassle of filling our the paper forms. According to the National Immigration Agency (NIA), TWAC is free of charge and must be completed entirely online. Foreign travellers may complete the form online on the official TWAC website within three days before arrival. Once submitted, the system automatically sends a confirmation email to the traveller’s registered email address. Travellers do not need to present the confirmation during inspection, when an immigration officer scans the passport, the system automatically retrieves the recorded TWAC data.

The TWAC system offers a more intuitive and user-friendly interface. Travellers may fill out the form in either Chinese or English, with guidance available in seven languages: Chinese, English, Japanese, Korean, Thai, Vietnamese, and Indonesian. When entering personal details, users may upload a photo of the passport data page to have the information automatically imported, saving time. For families or group travellers, one person may fill out the forms for up to 16 individuals. After submission, travellers may reviewed and edit the submitted data online at any time.

 

Complete TWAC Submission Before Immigration Clearance – QR Codes Available at Airports and Seaports

The NIA reminds travellers that completing the TWAC form is mandatory before immigration clearance. Without submission, entry processing cannot proceed. TWAC applies to:

  1. Foreign nationals entering Taiwan with a visitor visa or under the visa-exemption program
  2. Hong Kong and Macao residents holding a multiple entry permit
  3. Mainland Chinese residents holding a multiple entry tourist permit
  4. Nationals without household registration who do not hold a Resident Certificate

To further promote the use of TWAC, the NIA has provided airlines and shipping companies with TWAC QR codes, posted at check-in counters in airport and seaports. Travellers may conveniently scan the codes to complete the form on-site. With prior submission, immigration clearance will be faster and more efficient.
